proste, przecież w explain nie może być dopełnienie bliższe i dalsze koło siebie, nie da siępowiedzieć "He explained me the problem."

Jedyną poprawną formą jest "He explained the problem to me." dlatego nie można powiedzieć "I was explained the problem."
