Proszę co to znaczy "Kto to widział, żeby..."

W kontekście:

No kto to widział, żeby w grudniu padał deszcz?!
Kto to widział, żeby tak się dawać eksploatować!

Można też, myślę użyć następujące konstrukcje wzmacniając źdiwienie, zaskoczenie, niedowierzanie i t.d.
