Provided that is short for the absolute construction
it/this being provided that…, and it properly introduces a proviso (a stipulation) clause whose prior fulfillment is desired or at least insisted on by some stipulator (usually the subject in the main clause). First, find the proviso; second, identify the stipulator; third, make sure you know what the stipulator desires.
You should easily puzzle out all the examples I gave you earlier. Start from the first pair:
(1) We won’t enjoy the picnic if it rains.O.K.
(2) We won’t enjoy the picnic provided that it rains. Not O.K.
What’s wrong with (2)? Let’s see… Proviso: it rains. Stipulator: we. Stipulator’s desire to be fulfilled: it rains?
