Phrasal Verb - mam problema

Czy oprócz frazala ' fill in' można w zdaniu ' Could you COMPLETE this form, please?' słowo COMPLETE zastąpić np. fill up albo out? Proszę o odpowiedz osobę na 100 % pewną...

Jeśli jest ktoś na tym czacie na tyle kompetentny, by mi udzielić tej informacji, to bardzo proszę ...

moim zdaniem /fill up/ nie moze byc uzyte... ma znaczenie "napelniac, wypelniac itd." ale nie w sensie formularz, papierki itd. Za to /fill out/ jak najbardziej, moze byc uzyte do takich rzeczy jak "a form/questionnarie/recepit" Tyle ode mnie ;)

The "fill in" is short (and very common) for "fill in the spaces/blanks (in a questionnaire, form, etc.). You fill out (=complete) a form by filling it in; both are OK.
"Fill it up/fill up a form" might be used to mean finish answering all the questions, complete the job, complete/finish filling it in.
This "up" is the same "up" that happens after verbs to denote completeness:
Eat up your cake (eat all of it) and drink up your coffee (finish drinking your coffee) before you go.

Mogę wiedzieć , z jakich źródeł korzystacie popierając to, że 'fill up' może być zastapic coplete w ww. zdaniu ? Chodzi mi o nazwę słownika itp.

Zarówno fill in jak i fill out mogą być użyte ale gdyby trzeba było wybierac i to zdecydowanie fill out.
