Co to za struktura z 'to be' ?

Cytat z artykulu z BBC:

Czemu przed 'executed' pojawia sie 'to be' ? Nie za bardzo moge to przypiac do odpowiedniego czasu.

po first/last/greatest itp. nie tylko 'to be', ale w ogole bezokoliczniki

He was the first one to conquer the dragon = he was the first one who conquered the dragon
