Jak widać nie ma tutaj następstwa czasów, czy znaczy to, że mowa zależna występuje tylko przy sformułowaniach typu: someone said: "..."?

Imo, it isn’t (always) necessary to change the tense.
Nie będzie różnicy czy jest told me czy said.

yep , that is true - you don't always have to swap back in tenses ..the notion still remains very much the same in some cases :)
