The key is the intended meaning of "Why doesn't anyone...?"
It is not a question. He doesn't really want to know the reason.

Disguised as a question, the imperative is less direct and easier to say.
"Can you pass the salt?" is not said to elicit the yes or no answer.
It means "Pass the salt."
