upfront planning? production train? make the launch date?

Hi to all,

got some problems with precise understanding.of course I looked things up but need some cosultation.the context is as following

to develop better upfront planning of the resources. (in the context of project management) does it mean clear planning or planning in advance?

the aim of the project is to install new production train
is it like some technical thing meaning leterally? or train referring to production?

and finally to make the launch date means to meet the deadline? not like to set the launch date?
upfront - on advance
production train - not enough context - but production of something which moves along a conveyor belt
make the launch - meet the deadline
upfront - IN advance...
i also have only some scanty information about the context, but here is some more

the aim of the project: increase plant space of factory and install new production train

production manager changed the specification of the production train to increase the capacity

production train delivered two weeks late - we were not able to install the power connections at the scheduled time
